City of Manassas Inmate Population

The City of Manassas is an independent city in Northern Virginia, completely separate from Prince William County even though both share the Manassas name and geographic area. The city runs its own sheriff's office and jail with no county oversight. The Manassas inmate population is held at the city jail operated by the Manassas City Sheriff's Office. State-sentenced residents transfer to Virginia Department of Corrections facilities. You can search current custody through Virginia VINE, track state inmates through the VADOC Offender Locator, and look up court records through the Manassas City Circuit Court. This page covers how to find an inmate or request records from the city's independent system, and how to avoid confusing city records with Prince William County records.

Manassas City Sheriff and City Jail

The Manassas City Sheriff's Office is the legal custodian of all people held in city custody. This is not Prince William County. The City of Manassas has its own independent government, its own courts, and its own sheriff that has no relationship with the Prince William County Sheriff's Office or the Prince William-Manassas Regional Adult Detention Center. Under Virginia Code § 53.1-31, the city sheriff is the official keeper of all custody records. The city jail houses people awaiting trial, those serving misdemeanor sentences of twelve months or less, and inmates pending transfer to VADOC.

This is one of the most common mix-ups in Northern Virginia. The City of Manassas and Prince William County both use the name "Manassas" in various ways, but their custody systems are entirely separate. Someone arrested in the City of Manassas will not appear in Prince William County's jail roster, and vice versa. Manassas Park, another nearby independent city, adds a third separate system to the area. Always check the specific jurisdiction that made the arrest, not just the city name.

The Manassas City Police Department handles arrests within city limits. After booking, custody moves to the city sheriff. If someone received a state sentence and moved to VADOC, they will not appear in the city jail database any longer.

Note: The City of Manassas and Prince William County are completely separate jurisdictions. Do not search county records when looking for a City of Manassas inmate.

Virginia VINE for Manassas Inmate Population

Virginia VINE covers the Manassas City jail. Search at vavine.org or through the national portal at vinelink.com. Select Virginia as the state, then pick the City of Manassas facility specifically. This distinction matters because Prince William County is a different facility on the same platform. VINE shows current custody status and lets you register for free alerts. Alerts go out by phone, email, text, or TTY. The notification line is 1-800-467-4943 and runs around the clock.

VINE sends alerts for release, transfer, escape, recapture, and death. It does not tell you why a change happened or where a person went after a transfer. For that, use the VADOC Offender Locator. VINE is anonymous and free. No account or explanation is needed to search or register.

Once a Manassas inmate receives a state sentence and moves to VADOC, VINE stops covering them. For federal cases, use the Federal Bureau of Prisons Inmate Locator. Federal inmates are not in the city or VADOC database.

Manassas City Court Records and Inmate Cases

Court records explain the charges and sentence behind anyone in the Manassas City inmate population. The Manassas City Circuit Court Clerk holds the official case file for every criminal matter tried in the city. That file contains charges, plea, verdict, sentencing order, and supervision conditions. Use the Virginia Judiciary Online Case Information System for a free online search. When searching, select "City of Manassas" as the jurisdiction, not Prince William County. The two courts are separate and selecting the wrong one gives you the wrong records.

Jail records and court records are separate systems. The sheriff tracks current custody. The Clerk tracks the court order. You may need both to get the full story. If someone appears sentenced in the court system but not in the city jail, they may have transferred to VADOC or been released. The systems update independently.

For personal criminal history, the Virginia State Police runs the Central Criminal Records Exchange under § 19.2-389. Use the Virginia State Police records page to submit a self-request. Mail goes to Department of State Police, P.O. Box 85076, Richmond, VA 23261-5076.

Requesting Manassas Inmate Population Records

Virginia's Freedom of Information Act, § 2.2-3700 et seq., gives Virginia residents the right to ask for public records. Jail logs, booking sheets, charges, and basic custody status are all public. Submit a written FOIA request to the Manassas City Sheriff's Office. Include the person's name, approximate arrest date, and the specific records you need.

Agencies must respond within five business days, with up to seven more days for complex requests. Exempt records include active investigation files, personnel records, and attorney-client material. Under § 2.2-3703(C), inmates cannot use FOIA to get their own records. Most routine requests come back quickly. If your request is delayed or denied, the Virginia Freedom of Information Advisory Council can help at foiacouncil@dls.virginia.gov or call (804) 698-1810, toll-free 1-866-448-4100.

For state-held Manassas City inmates, direct your FOIA request to VADOC Central Records at 6900 Atmore Drive, Richmond, VA 23225, phone (804) 674-3000.

Note: A FOIA request sent to Prince William County will not get you City of Manassas inmate records. The two governments handle their own records separately.
